Reviewing the SiteKiosk - Quick Setup Guide
I can't find your reference to "all programs > site kiosk > configure sitekiosk"

and
I can't find your reference to "all programs > sitekiosk > start sitekiosk "

Do you have an update document ?

That is still valid for Windows 7 and deals with the OS and not the SiteKiosk version. If you are on Windows 7, click the Windows Start button then all programs etc. If you are on Windows 8, go to the Start Tiles and use the search feature to search for "Configure SiteKiosk" or "Start SiteKiosk".
